Silver Alert Issued for 70-Year-Old Rebekah Carter in Provo

A Silver Alert has been issued for 70-year-old Rebekah Carter, who went missing in Provo, Utah, on Tuesday, October 15. She was last seen around noon near Wasatch Behavioral Health, wearing a light-colored sweater, tan pants, and carrying a white plastic hospital bag. Rebekah is described as 5’5", 120 pounds, with blue eyes and blonde/grey hair. She frequently visits areas in Orem, Provo, and Springville. Authorities urge anyone with information to contact the Provo Police Department at 801-852-6210.

Mortgage Rates Continue to Climb for the Third Consecutive Week

Mortgage rates have risen for the third consecutive week, with the 30-year fixed mortgage rate reaching 6.44%, up from 6.32% the previous week. This increase is impacting housing market demand as potential buyers and sellers hold off amid high home prices and elevated rates. Despite the rise, current rates are more than a full percentage point lower compared to a year ago, which may still offer opportunities for homebuyers. The 15-year fixed mortgage rate also climbed to 5.63%, compared to 6.92% a year ago.

U.S. Treasury Sanctions Russia-Linked Drone Procurement Network

The U.S. Treasury Department has sanctioned three companies and one individual for aiding the development and production of Russian Garpiya drones used in attacks on Ukraine. Two of the sanctioned companies are based in China, marking the first time the U.S. has sanctioned Chinese entities for directly developing and producing weapons systems in partnership with Russia. The Russian-based entity involved, TSK Vector, helped procure drone components. The sanctions aim to disrupt Russia's ability to acquire advanced weapons, which are critical in its military campaign against Ukraine.
